Examining the Role of Gender-Sensitive NGO Intervention in Shaping Gender Transformation in Northern Ghana

Northern Ghana has become a hub for NGOs pursuing gender-transformative development, yet these interventions often face criticism for failing to align with the region's intricate cultural and gender dynamics. This study investigates how NGO responsiveness to localized norms shapes effectiveness. Anchored in intersectionality and participatory legitimacy, the qualitative framework draws on interviews, focus group discussions, and document analysis. The evidence suggests NGO interventions are driving gradual, meaningful shifts, particularly the rise of female leadership and the emergence of positive masculinity, and that participatory legitimacy, built on local trust, recognition, and genuine engagement, is the primary driver of sustained progress.
